In brief

How do SDE and Parempoolsed differ?

SDE and Parempoolsed take opposite positions on the economy and the welfare state. SDE fully supports free university education for all, faster pension rises even if taxes have to go up and a higher income tax rate for people who earn more, and Parempoolsed opposes all three; Parempoolsed fully supports healthcare relying more on people’s own responsibility and reducing the budget deficit by cutting spending rather than raising taxes, and SDE fully opposes both. SDE also fully supports harsher penalties for inciting hatred and a climate law with binding targets, and supports a tax on expensive property, keeping small village schools open, less forest felling and cutting VAT on food, all of which Parempoolsed rejects. Parempoolsed fully supports building a nuclear power plant and compulsory military service for women, where SDE disagrees.

Differences

Where they clash most

Economy and taxes

People who earn more should pay a higher rate of income tax.

SDE Strongly in favour
Its 2023 manifesto proposes a progressive income tax of 20%, rising to 28% on income above €3,000 a month, and in 2025 it was still calling for it.
Parempoolsed Strongly against
It backs a flat income tax and wants to cut the rate for everyone from 22% to 18%; it opposes a progressive income tax.

Economy and taxes

To reduce the budget deficit, public spending should be cut rather than taxes raised.

SDE Strongly against
Its 2023 manifesto says the era of the minimal state is over and calls for a new tax system; in 2025-2026 it accuses Reform of a low-tax dogma and criticises spending cuts.
Parempoolsed Strongly in favour
It holds that the deficit must be closed through cuts, not tax rises, and proposes freezing public spending at 2026 levels until 2031.

Pensions, family and welfare

Pensions should rise faster, even if taxes have to go up to pay for it.

SDE Strongly in favour
Its 2023 manifesto aims to raise the old-age pension to €1,200, at least half the average wage, and to fund its goals it proposes a new tax system with a progressive income tax.
Parempoolsed Strongly against
It opposes tax rises and wants to curb pension spending: while public spending is frozen, the automatic indexation of pensions should also be suspended.

Pensions, family and welfare

Healthcare should rely more on people's own responsibility, for example through higher patient co-payments.

SDE Strongly against
Its former health minister wrote in 2025 that the answer for healthcare is not higher co-payments or private insurance but more public money; it wants health insurance for everyone.
Parempoolsed Strongly in favour
It wants more personal responsibility in healthcare: moderate co-payments under clear rules, a personal health account and a bigger role for private insurance, while protecting children, the elderly and the chronically ill.

Pensions, family and welfare

University education should be free for all students.

SDE Strongly in favour
Its 2023 manifesto guarantees free higher education at all levels, and in 2024-2025 the party opposed proposals to introduce tuition fees.
Parempoolsed Strongly against
It opposes free university education: it would replace it with partial tuition fees plus reformed student loans and grants, and its chair says free higher education is unsustainable.

Energy and environment

Estonia should pass a climate law with binding targets for cutting emissions.

SDE Strongly in favour
It wants a climate law with clear, binding sectoral targets; in 2026 it said it would not back the government's watered-down bill precisely because it lacks them.
Parempoolsed Strongly against
It wants the climate law not to be passed, the Climate Ministry closed and EU climate targets renegotiated; in 2026 it proposes repealing the statutory renewable-energy targets.
