In brief

How do SDE and Isamaa differ?

SDE and Isamaa agree on defence and church ties: both fully support military aid to Ukraine, using frozen Russian assets to fund it and requiring churches to cut their ties with the Moscow Patriarchate. They part ways on taxes, values, climate and Europe. SDE fully supports harsher penalties for inciting hatred and a climate law with binding targets, and Isamaa fully opposes both; Isamaa fully supports defining marriage in the Constitution and reducing the budget deficit by cutting spending rather than raising taxes, and SDE fully opposes both. SDE also supports a higher income tax rate for people who earn more, a tax on expensive property, faster pension rises and less forest felling, while Isamaa supports abolishing the car tax, much larger benefits for large families and the EU handing powers back to member states.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Economy and taxes

To reduce the budget deficit, public spending should be cut rather than taxes raised.

SDE Strongly against
Its 2023 manifesto says the era of the minimal state is over and calls for a new tax system; in 2025-2026 it accuses Reform of a low-tax dogma and criticises spending cuts.
Isamaa Strongly in favour
In 2026 its leader called for a negative supplementary budget and lower government running costs, and criticised the government for filling the revenue gap with tax rises.

Energy and environment

Estonia should pass a climate law with binding targets for cutting emissions.

SDE Strongly in favour
It wants a climate law with clear, binding sectoral targets; in 2026 it said it would not back the government's watered-down bill precisely because it lacks them.
Isamaa Strongly against
In August 2026 its leader called for the climate bill to be dropped, describing it as an initiative that would kill off the resource-based economy.

Values and society

The Constitution should define marriage as a union between a man and a woman.

SDE Strongly against
Its 2023 manifesto promised marriage equality, which was passed that year with SDE in government; in 2026 it opposes conservatives rolling back fundamental rights.
Isamaa Strongly in favour
Its founding principles say marriage between a man and a woman must be protected by the Constitution, and its 2023 manifesto pledges to propose that amendment.

Values and society

Inciting hatred against a group of people should be punished more severely.

SDE Strongly in favour
Its 2023 manifesto pledges to ban hate speech and make inciting hatred an aggravating factor in crimes; in 2023 its MP chairing the legal affairs committee defended the hate speech bill.
Isamaa Strongly against
It opposed the hate speech bill: in 2023 its leader said the law was unnecessary and that freedom of expression must not become a matter for criminal law.

Economy and taxes

People who earn more should pay a higher rate of income tax.

SDE Strongly in favour
Its 2023 manifesto proposes a progressive income tax of 20%, rising to 28% on income above €3,000 a month, and in 2025 it was still calling for it.
Isamaa Against
It opposes raising the income tax rate but wants to keep the tapering tax-free allowance (the “tax hump”), under which higher earners pay proportionally more.

Economy and taxes

The annual car tax should be abolished.

SDE Against
In 2025 its leader said the car tax was introduced because the Reform Party wanted to scrap the 'tax hump', which the SDE opposed; in 2026 he pledged to change the tax, not abolish it.
Isamaa Strongly in favour
Its 2025 local election manifesto promises to abolish the car tax once it is in national government, and its leader repeated the pledge in March 2026.
