In brief

How do Keskerakond and Parempoolsed differ?

Keskerakond and Parempoolsed are far apart on the economy, social policy and regional policy. Keskerakond fully supports a higher income tax rate for people who earn more and free public transport throughout Estonia, and supports free university education for all, faster pension rises even if taxes have to go up and much larger benefits for families with three or more children; Parempoolsed opposes all of these. Parempoolsed fully supports healthcare relying more on people’s own responsibility, reducing the budget deficit by cutting spending rather than raising taxes, EU foreign policy decisions by majority vote, compulsory military service for women and defence spending of at least 5% of GDP, and Keskerakond opposes them. Keskerakond also fully supports electing the president directly and easier citizenship for people who have lived in Estonia since before 1991, which Parempoolsed rejects. Both fully oppose a climate law with binding targets.

Differences

Where they clash most

Economy and taxes

People who earn more should pay a higher rate of income tax.

Keskerakond Strongly in favour
It backs a progressive income tax: in 2025 it proposed taxing more heavily the part of income not needed to get by, and in 2023 a 30% rate on income above two average wages.
Parempoolsed Strongly against
It backs a flat income tax and wants to cut the rate for everyone from 22% to 18%; it opposes a progressive income tax.

Pensions, family and welfare

Healthcare should rely more on people's own responsibility, for example through higher patient co-payments.

Keskerakond Strongly against
Its 2023 programme proposes reducing patients' out-of-pocket payments for health care, including dental care, and exempting people over 65 from visit fees.
Parempoolsed Strongly in favour
It wants more personal responsibility in healthcare: moderate co-payments under clear rules, a personal health account and a bigger role for private insurance, while protecting children, the elderly and the chronically ill.

Government and democracy

The President of the Republic should be elected directly by the citizens.

Keskerakond Strongly in favour
In April 2026 its parliamentary group tabled a constitutional amendment for citizens to elect the president directly, the party's eighth such proposal.
Parempoolsed Strongly against
It opposes direct election of the president: its 2023 manifesto defends the parliamentary system and does not support opening the Constitution to change it.

Regions and rural life

Public transport should be free throughout Estonia.

Keskerakond Strongly in favour
Its 2025 platform considers free public transport important throughout Estonia and in all municipalities; in Tallinn it stays free under its coalition agreement.
Parempoolsed Strongly against
It opposes free public transport: its principles say it should be avoided as it distorts the market, and its 2023 manifesto proposed scrapping it and offering discounts only to those in need.

Economy and taxes

VAT on food should be cut, even if the state collects less money.

Keskerakond Strongly in favour
In 2025 its parliamentary group proposed cutting VAT on basic foods to 9%, and its party council made that cut one of its priorities for the 2027 election.
Parempoolsed Against
It opposes a reduced VAT rate on food: instead it wants to cut the standard VAT rate from 24% to 20%, which would also lower the tax on food, without exceptions.

Economy and taxes

A tax on expensive property should be introduced so that taxes on work can be lowered.

Keskerakond In favour
Its party programme proposes an inheritance and property tax on large assets and a reform of the social tax; in 2025, however, it opposed raising the land tax.
Parempoolsed Strongly against
It opposes wealth taxes: its principles say they should be neither raised nor newly introduced. To cut taxes on labour, it proposes cutting public spending.
