In brief

How do Keskerakond and Eesti 200 differ?

Keskerakond and Eesti 200 are far apart on the economy, energy and regional policy. Keskerakond fully supports free public transport throughout Estonia and a higher income tax rate for people who earn more, and supports faster pension rises even if taxes have to go up and much larger benefits for families with three or more children; Eesti 200 opposes all of these. Eesti 200 fully supports a climate law with binding targets and requiring churches to cut their ties with the Moscow Patriarchate, which Keskerakond fully opposes, and it also supports defence spending of at least 5% of GDP and using frozen Russian assets to fund Ukraine, where Keskerakond disagrees. Keskerakond fully supports producing electricity from oil shale in the long term, electing the president directly and cutting VAT on food, which Eesti 200 opposes.

Differences

Where they clash most

Economy and taxes

People who earn more should pay a higher rate of income tax.

Keskerakond Strongly in favour
It backs a progressive income tax: in 2025 it proposed taxing more heavily the part of income not needed to get by, and in 2023 a 30% rate on income above two average wages.
Eesti 200 Strongly against
Its 2025 coalition agreement restores a flat income tax with a 700-euro tax-free allowance for everyone; its 2023 programme called for a uniform and stable tax system.

Language and integration

Churches in Estonia should be required to cut their ties with the Moscow Patriarchate.

Keskerakond Strongly against
Its parliamentary group voted in 2025 against the amendments to the Churches and Congregations Act, which require the Estonian Christian Orthodox Church to cut its subordination to the Moscow Patriarchate.
Eesti 200 Strongly in favour
In 2025 its group voted for the church law reform requiring the Estonian Orthodox Church to cut its subordination to the Moscow Patriarchate, and voted for it again after the presidential veto.

Energy and environment

Estonia should pass a climate law with binding targets for cutting emissions.

Keskerakond Strongly against
Its December 2025 Tallinn coalition agreement asks the government to drop the climate bill, and in 2025 it promised to halt the ideological green transition.
Eesti 200 Strongly in favour
In 2026 its council declared that Estonia needs a climate law and its leader urged passing it now; in June its group voted against rejecting the government's climate bill.

Regions and rural life

Public transport should be free throughout Estonia.

Keskerakond Strongly in favour
Its 2025 platform considers free public transport important throughout Estonia and in all municipalities; in Tallinn it stays free under its coalition agreement.
Eesti 200 Strongly against
Its 2023 programme sought to end free county public transport as costly and wasteful and says the party does not promise free things; its minister repeated this in 2026.

Economy and taxes

VAT on food should be cut, even if the state collects less money.

Keskerakond Strongly in favour
In 2025 its parliamentary group proposed cutting VAT on basic foods to 9%, and its party council made that cut one of its priorities for the 2027 election.
Eesti 200 Against
In 2025 and 2026 its MPs did not back proposals to cut VAT on food to 9 %: they voted neither for nor against, and the proposals were rejected.

Pensions, family and welfare

Pensions should rise faster, even if taxes have to go up to pay for it.

Keskerakond In favour
It calls for an extraordinary pension rise on top of indexation and proposes revenue from a progressive income tax and a bank profits tax, while opposing the government's tax increases.
Eesti 200 Strongly against
Its leader says the younger generation cannot keep being taxed more to pay for fast-rising pension costs and that pension indexation must be reviewed.
