In brief

How do Isamaa and Keskerakond differ?

Isamaa and Keskerakond are furthest apart on language and citizenship. Keskerakond fully supports making citizenship easier to obtain for people who have lived in Estonia since before 1991 and supports dual citizenship with EU and NATO countries; Isamaa fully opposes both. Isamaa fully supports requiring churches to cut their ties with the Moscow Patriarchate and requiring people who work with customers to speak Estonian, with higher fines, which Keskerakond opposes. On the economy, Keskerakond supports a higher income tax rate for people who earn more and a tax on expensive property, while Isamaa firmly holds that the budget deficit should be reduced by cutting spending rather than raising taxes; Isamaa also supports defence spending of at least 5% of GDP and using frozen Russian assets to fund Ukraine, where Keskerakond disagrees. Both fully support abolishing the car tax and fully oppose a climate law with binding targets.

Differences

Where they clash most

Language and integration

It should be easier for people who have lived in Estonia since before 1991 to obtain Estonian citizenship.

Isamaa Strongly against
In 2026 its parliamentary group leader opposed making citizenship easier to obtain, saying the current law already lets everyone who wants it become a citizen.
Keskerakond Strongly in favour
Its party programme says people who lived in Estonia before 1991 should get citizenship through a simplified procedure, and its 2023 programme set this out in detail.

Language and integration

Churches in Estonia should be required to cut their ties with the Moscow Patriarchate.

Isamaa Strongly in favour
In 2025 its parliamentary group voted for the churches law amendments requiring a break in subordination to the Moscow Patriarchate.
Keskerakond Strongly against
Its parliamentary group voted in 2025 against the amendments to the Churches and Congregations Act, which require the Estonian Christian Orthodox Church to cut its subordination to the Moscow Patriarchate.

Economy and taxes

People who earn more should pay a higher rate of income tax.

Isamaa Against
It opposes raising the income tax rate but wants to keep the tapering tax-free allowance (the “tax hump”), under which higher earners pay proportionally more.
Keskerakond Strongly in favour
It backs a progressive income tax: in 2025 it proposed taxing more heavily the part of income not needed to get by, and in 2023 a 30% rate on income above two average wages.

Economy and taxes

A tax on expensive property should be introduced so that taxes on work can be lowered.

Isamaa Strongly against
Its 2023 manifesto opposes new taxes, a party spokesman told ERR it does not back a property tax, and in 2025 it pledged to keep land tax as low as possible.
Keskerakond In favour
Its party programme proposes an inheritance and property tax on large assets and a reform of the social tax; in 2025, however, it opposed raising the land tax.

Economy and taxes

To reduce the budget deficit, public spending should be cut rather than taxes raised.

Isamaa Strongly in favour
In 2026 its leader called for a negative supplementary budget and lower government running costs, and criticised the government for filling the revenue gap with tax rises.
Keskerakond Against
It proposes funding the state with taxes on higher incomes, banks and large corporations and by ending some large projects, while calling for more social spending.

Defence and security

Estonia should keep defence spending at 5% of GDP or more, even if that means cuts in other areas.

Isamaa Strongly in favour
In 2025 its leader called for the defence chief's military advice (6–7% of GDP, according to the SDE leader) to be implemented without delay, and in 2026 said the defence effort must be long-term.
Keskerakond Against
In 2025 its leader called the 5.4%-of-GDP target without a funding plan a sleight of hand and said defence spending must not grow at the expense of health, social care and education.
