In brief

How do EKRE and SDE differ?

EKRE and SDE are far apart on most issues. SDE fully supports harsher penalties for inciting hatred, a climate law with binding targets and requiring churches to cut their ties with the Moscow Patriarchate, and EKRE opposes all three; EKRE fully supports defining marriage in the Constitution and the EU handing powers back to member states, which SDE fully opposes. SDE supports military aid to Ukraine and using frozen Russian assets to fund it, a higher income tax rate for people who earn more and a tax on expensive property, and EKRE disagrees; to reduce the budget deficit, EKRE prefers cutting public spending to raising taxes, which SDE firmly rejects. They do share two positions: both fully support cutting VAT on food and keeping small village schools open.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Europe and foreign affairs

The EU should hand powers back to member states rather than take on new ones.

EKRE Strongly in favour
Its 2024 European election manifesto wants a union of nation states rather than a federal state, with tax and migration policy left to each country, and rejects concentrating power in Brussels.
SDE Strongly against
Its 2024 European manifesto wants more EU: a defence commissioner with its own funds, an EU minimum income, European taxes in some cases and reformed decision-making.

Language and integration

Churches in Estonia should be required to cut their ties with the Moscow Patriarchate.

EKRE Strongly against
In 2025 its MPs voted against the church law reform requiring ties with the Moscow Patriarchate to be cut; its leader said it violates freedom of religion.
SDE Strongly in favour
Its parliamentary group and four of its five non-affiliated MPs voted in 2025 for the amended Churches Act, which requires the Orthodox Church to cut its subordination to Moscow.

Energy and environment

Estonia should pass a climate law with binding targets for cutting emissions.

EKRE Strongly against
Its 2024 European manifesto calls the EU green transition ideological extremism and rejects compulsory measures to reach carbon neutrality; in 2026 its MPs voted to reject the climate law.
SDE Strongly in favour
It wants a climate law with clear, binding sectoral targets; in 2026 it said it would not back the government's watered-down bill precisely because it lacks them.

Values and society

The Constitution should define marriage as a union between a man and a woman.

EKRE Strongly in favour
After same-sex marriage was legalised, it proposed a referendum on defining marriage in 2023; in 2017 it backed defining marriage in the Constitution as the union of a man and a woman.
SDE Strongly against
Its 2023 manifesto promised marriage equality, which was passed that year with SDE in government; in 2026 it opposes conservatives rolling back fundamental rights.

Values and society

Access to abortion in Estonia should be restricted.

EKRE Strongly in favour
Its 2023 manifesto wants to reduce abortions without medical grounds and stop funding them with taxpayers' health money; its principles say it does not support abortion.
SDE Strongly against
Estimated position: its recent manifestos do not address abortion, but its leader criticised plans to restrict it in 2023, and the party treats women's rights as human rights.

Values and society

Inciting hatred against a group of people should be punished more severely.

EKRE Strongly against
Its 2023 manifesto opposes broadening the concept of hate speech and restricting free speech; in 2023 it filed hundreds of amendments to the hate speech bill together with Isamaa.
SDE Strongly in favour
Its 2023 manifesto pledges to ban hate speech and make inciting hatred an aggravating factor in crimes; in 2023 its MP chairing the legal affairs committee defended the hate speech bill.
