In brief

How do EKRE and Parempoolsed differ?

EKRE and Parempoolsed agree on some economic and language questions: both fully support switching all schooling to Estonian by 2030 and fully oppose a tax on expensive property, a climate law with binding targets and harsher penalties for inciting hatred. They are furthest apart on democracy and Europe: EKRE fully supports electing the president directly and binding referendums triggered by citizens and opposes keeping internet voting, and Parempoolsed takes the opposite view on all three; Parempoolsed fully supports EU foreign policy decisions by majority vote, which EKRE fully opposes. EKRE also fully supports restricting access to abortion and keeping small village schools open, while Parempoolsed supports healthcare relying more on people’s own responsibility and easier hiring of workers from outside the EU, which EKRE rejects.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Europe and foreign affairs

The EU should be able to take foreign policy decisions by majority vote, without needing unanimity.

EKRE Strongly against
Its 2023 manifesto opposes abolishing member states' right of veto in EU foreign policy and other areas.
Parempoolsed Strongly in favour
In 2023 it backed majority voting in foreign policy and crisis response; it would keep unanimity only for changing the EU's founding principles or extending its powers.

Values and society

Access to abortion in Estonia should be restricted.

EKRE Strongly in favour
Its 2023 manifesto wants to reduce abortions without medical grounds and stop funding them with taxpayers' health money; its principles say it does not support abortion.
Parempoolsed Strongly against
In 2023 it fully opposed restricting abortion, citing its principle that the state should not guide private and family life; in 2026 it stresses that everyone makes their own choices.

Government and democracy

Internet voting should be kept in elections.

EKRE Strongly against
In November 2025 its council demanded that internet voting be abolished as unreliable; in 2023 its parliamentary group had already tabled a bill to end it.
Parempoolsed Strongly in favour
Its 2023 manifesto supports internet voting and calls for continuously developing its capacity and security to make taking part in elections easier.

Government and democracy

The President of the Republic should be elected directly by the citizens.

EKRE Strongly in favour
In 2026 all nine of its MPs, together with Centre Party members, signed a constitutional amendment for direct presidential elections; its 2023 manifesto already proposed this.
Parempoolsed Strongly against
It opposes direct election of the president: its 2023 manifesto defends the parliamentary system and does not support opening the Constitution to change it.

Government and democracy

Citizens should be able to trigger a binding referendum by collecting signatures.

EKRE Strongly in favour
Its 2023 manifesto wants to give citizens the right to initiate binding bills and referendums; its principles set 25,000 signatures as enough to force a referendum.
Parempoolsed Strongly against
It opposes binding citizen-initiated referendums: its 2023 manifesto does not support introducing popular initiatives and prefers strengthening representative democracy.

Economy and taxes

VAT on food should be cut, even if the state collects less money.

EKRE Strongly in favour
In 2026 its parliamentary group tabled a bill to cut VAT on food from 24% to 9%; its 2023 manifesto proposed cutting it to 5%.
Parempoolsed Against
It opposes a reduced VAT rate on food: instead it wants to cut the standard VAT rate from 24% to 20%, which would also lower the tax on food, without exceptions.
