In brief

How do EKRE and Keskerakond differ?

EKRE and Keskerakond share several positions: both fully support cutting VAT on food, abolishing the car tax, producing electricity from oil shale in the long term, keeping small village schools open and electing the president directly, and both fully oppose a climate law with binding targets. They differ most on citizenship and language: Keskerakond fully supports making citizenship easier to obtain for people who have lived in Estonia since before 1991, which EKRE fully opposes, and EKRE supports requiring people who work with customers to speak Estonian, with higher fines, which Keskerakond opposes. EKRE also supports defining marriage in the Constitution, while Keskerakond supports a higher income tax rate for people who earn more and a tax on expensive property, which EKRE rejects.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Language and integration

It should be easier for people who have lived in Estonia since before 1991 to obtain Estonian citizenship.

EKRE Strongly against
In 2026 its MPs voted to reject the bill granting citizenship to stateless children born in Estonia; its principles treat stateless residents as Russian citizens.
Keskerakond Strongly in favour
Its party programme says people who lived in Estonia before 1991 should get citizenship through a simplified procedure, and its 2023 programme set this out in detail.

Economy and taxes

People who earn more should pay a higher rate of income tax.

EKRE Against
Its principles back a proportional income tax, but in 2025 it wanted to keep the tapering tax-free allowance (the 'tax hump'), under which higher earners pay a relatively larger share.
Keskerakond Strongly in favour
It backs a progressive income tax: in 2025 it proposed taxing more heavily the part of income not needed to get by, and in 2023 a 30% rate on income above two average wages.

Economy and taxes

A tax on expensive property should be introduced so that taxes on work can be lowered.

EKRE Strongly against
Its 2025 municipal manifesto promises to cut land tax and stresses that the party has always stood for low taxes; it does not propose taxing property.
Keskerakond In favour
Its party programme proposes an inheritance and property tax on large assets and a reform of the social tax; in 2025, however, it opposed raising the land tax.

Language and integration

People who work with customers should be required to speak Estonian, with higher fines if they do not.

EKRE Strongly in favour
In 2023 its parliamentary group tabled a bill sharply raising fines for breaching the Language Act, including for firms that do not require staff to know Estonian; it wants Estonian everywhere.
Keskerakond Against
It prefers offering free Estonian courses tailored to each occupation; before the 2023 election one of its MPs criticised requiring B1 level from food couriers and ride-hailing drivers.

Values and society

The Constitution should define marriage as a union between a man and a woman.

EKRE Strongly in favour
After same-sex marriage was legalised, it proposed a referendum on defining marriage in 2023; in 2017 it backed defining marriage in the Constitution as the union of a man and a woman.
Keskerakond Against
In 2023 its leader said he opposed marriage equality, which its parliamentary group voted against, but added that he would not reverse the decision if in government.

Values and society

Access to abortion in Estonia should be restricted.

EKRE Strongly in favour
Its 2023 manifesto wants to reduce abortions without medical grounds and stop funding them with taxpayers' health money; its principles say it does not support abortion.
Keskerakond Against
In 2019, during coalition talks with EKRE, its then leader said there were no plans to ban abortion, and EKRE's proposal to reduce abortions found no support.
