In brief

How do EKRE and Isamaa differ?

EKRE and Isamaa are close on taxes, immigration, language and values: both fully support abolishing the car tax, switching all schooling to Estonian by 2030, requiring people who work with customers to speak Estonian and defining marriage in the Constitution, and both fully oppose a tax on expensive property, raising the immigration quota, easier hiring of workers from outside the EU, easier citizenship for people who have lived in Estonia since before 1991, a climate law and EU foreign policy decisions by majority vote. Their clearest differences are defence and church ties: Isamaa fully supports defence spending of at least 5% of GDP, military aid to Ukraine and using frozen Russian assets to fund it, and EKRE disagrees; Isamaa fully supports requiring churches to cut their ties with the Moscow Patriarchate, which EKRE fully opposes.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Language and integration

Churches in Estonia should be required to cut their ties with the Moscow Patriarchate.

EKRE Strongly against
In 2025 its MPs voted against the church law reform requiring ties with the Moscow Patriarchate to be cut; its leader said it violates freedom of religion.
Isamaa Strongly in favour
In 2025 its parliamentary group voted for the churches law amendments requiring a break in subordination to the Moscow Patriarchate.

Defence and security

Estonia should keep defence spending at 5% of GDP or more, even if that means cuts in other areas.

EKRE Against
In 2025 its leader said raising defence spending to 5% of GDP is unrealistic in the current economic situation, and the party proposed repealing the security tax introduced to fund defence.
Isamaa Strongly in favour
In 2025 its leader called for the defence chief's military advice (6–7% of GDP, according to the SDE leader) to be implemented without delay, and in 2026 said the defence effort must be long-term.

Defence and security

Estonia should keep giving Ukraine military aid worth at least 0.25% of GDP every year.

EKRE Against
In 2024 its leader proposed halving the money given to Ukraine, and in 2025 he complained that nothing was gained in return for weapons and money; he says the party does support Ukraine.
Isamaa Strongly in favour
Its 2023 manifesto pledges military support for Ukraine until victory, and its 2024 European election manifesto calls for multiplying military and economic aid.

Defence and security

Frozen Russian assets should be used to fund Ukraine.

EKRE Against
In 2024 none of its MPs voted for the law allowing frozen Russian assets to be used to compensate Ukraine: two voted against and the rest did not vote.
Isamaa Strongly in favour
Its 2024 European election manifesto supports confiscating Russian assets and using them to prepare a Marshall Plan for rebuilding Ukraine.

Government and democracy

Internet voting should be kept in elections.

EKRE Strongly against
In November 2025 its council demanded that internet voting be abolished as unreliable; in 2023 its parliamentary group had already tabled a bill to end it.
Isamaa In favour
Estimated position: no stance on internet voting was found; its 2023 manifesto backs developing the digital state and does not propose abolishing e-voting.

Government and democracy

The President of the Republic should be elected directly by the citizens.

EKRE Strongly in favour
In 2026 all nine of its MPs, together with Centre Party members, signed a constitutional amendment for direct presidential elections; its 2023 manifesto already proposed this.
Isamaa Against
Estimated position: it has not proposed direct presidential elections; its principles uphold a parliamentary republic and in 2026 it helped elect the president in the Riigikogu.
