In brief

How do Eesti 200 and Parempoolsed differ?

Eesti 200 and Parempoolsed take the same position on many statements: both fully support switching all schooling to Estonian by 2030, keeping internet voting and defence spending of at least 5% of GDP, and both fully oppose a higher income tax rate for people who earn more, faster pension rises paid for with higher taxes, much larger benefits for large families and free public transport. Their biggest difference is a climate law with binding targets, which Eesti 200 fully supports and Parempoolsed fully opposes. Parempoolsed also fully supports healthcare relying more on people’s own responsibility, bringing the standard VAT rate back down from 24% even if spending has to be cut, EU foreign policy decisions by majority vote and compulsory military service for women, and Eesti 200 disagrees with all four; Eesti 200 supports harsher penalties for inciting hatred, which Parempoolsed fully rejects.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Energy and environment

Estonia should pass a climate law with binding targets for cutting emissions.

Eesti 200 Strongly in favour
In 2026 its council declared that Estonia needs a climate law and its leader urged passing it now; in June its group voted against rejecting the government's climate bill.
Parempoolsed Strongly against
It wants the climate law not to be passed, the Climate Ministry closed and EU climate targets renegotiated; in 2026 it proposes repealing the statutory renewable-energy targets.

Economy and taxes

The standard VAT rate should be brought back down from 24%, even if public spending has to be cut.

Eesti 200 Against
Its 2025 coalition agreement sets VAT at 24 % to fund defence, and in 2026 its leader called cutting taxes while raising family benefits a populist idea.
Parempoolsed Strongly in favour
It proposes cutting the standard VAT rate from 24% to 20% within one parliamentary term, paid for by freezing public spending at 2026 levels and cutting the public sector.

Pensions, family and welfare

Healthcare should rely more on people's own responsibility, for example through higher patient co-payments.

Eesti 200 Against
Its 2023 programme says no one should go without care for lack of means and that people who paid taxes are entitled to state support for treatment; it does not propose higher co-payments.
Parempoolsed Strongly in favour
It wants more personal responsibility in healthcare: moderate co-payments under clear rules, a personal health account and a bigger role for private insurance, while protecting children, the elderly and the chronically ill.

Defence and security

Women should also do compulsory military service.

Eesti 200 Against
Its coalition agreement encourages women to do military service voluntarily; its 2023 programme offered civil defence training to all men and women.
Parempoolsed Strongly in favour
It wants to extend compulsory military service to all citizens, including women; in 2026 its chair called for women's defence duty to be written into law.

Europe and foreign affairs

The EU should be able to take foreign policy decisions by majority vote, without needing unanimity.

Eesti 200 Against
In 2026 its foreign minister defended keeping unanimity in EU foreign policy so that decisions on small states' vital interests are not taken without them, while being open to faster decision-making.
Parempoolsed Strongly in favour
In 2023 it backed majority voting in foreign policy and crisis response; it would keep unanimity only for changing the EU's founding principles or extending its powers.

Values and society

Inciting hatred against a group of people should be punished more severely.

Eesti 200 In favour
In 2023 its group voted against rejecting the government's hate speech bill; its programme that year called for widening the definition of hate speech.
Parempoolsed Strongly against
It opposes further hate-speech rules: it says hate speech is already a crime and needs no extra regulation, and political debate must not be criminalised; it does want tougher penalties for defamation.
